Proper PPE to be used
Not to hurry the job
Stop the circulation P/P
Check the pressure in the line
Use proper tools
Tools risk assessment to be done before the job
Even if the P/P is stopped, ensure all valves are closed.
A check list can be made for carrying out such repairs

Incident:
Auxiliary boiler fuel line filter was to be cleaned. Without closing the valves / and isolating the filter properly 3/E opened, the filter cover, hot oil splashed on to his hands, causing burn injury, which disabled him from work for 2 days.
